Tijuana is the main gateway for drugs originating in South America, making it a hub for cartel activity. Ciudad Victoria Ciudad Victoria, one of the most violent cities in Mexico, is situated in the state of Tamaulipas. Turf wars between the Santa Rosa de Lima Cartel and the Jalisco Cartel New Generation are primarily to blame for the murders that occur here. Cancun A spate of shootings, robberies, and attacks on tourists in Cancun were linked to cartels.
